To be fair, it's not either of those things which is most distracting; instead, and as with the other 3 example sets, the facial features throughout this set have no real consistency, leading to the impression that this is more a random collection of images of many different models rather than one single set of images of the same model.
That said, of the 4 examples, this example is probably the most consistent, but only just, and even then the differences in the models features are still noticeably distracting enough to mean this set is not good.
