Turn off AB and/or ABP:

I think it's from the adblocker, on Chrome i have it and the speed is 50 k on a second ISP too, on the same ISP but on Mozilla without adblock i have 200 kb/s.

Also the countdown is bigger on a smaller file with the adblock 90 seconds vs 60 without adblock on a bigger file.
