It is there to prevent any single IP address from ever going over whatever is specified there to ensure IP addresses earn 1 paid per day. That value only triggers after an IP address already gained its first paid view for the day. In other words, if you set it to $0.0055 it means a Tier 4 IP address ($0.0001 per view) can get 55 paid views per day. If you set it to $1.0 it means a Tier 1 IP address can get 181 paid views per day. To count 1 paid view per 24 hours it should state $0.0001 and match your lowest Tier reward, which it does."
